Sure yes it was common place for a certain amount of disk swapping. I have installed WFW3.11 from 8 floppies I think but I am fairly sure that 39...
Guess I can't claim to be close, even so the disk swapping must of made anyone installing it go insane.
I'm fairly sure Win95 only came on 20 floppies :p and not sure what the 98FE number was, around 80 I'm guessing
