1809 sysprep errors

1809 LTSC (upgraded from LTSB 1607)

Code:

Failed to remove apps for the current user: 0x80073cf2 Microsoft.Windows.SecondaryTileExperience

I Can get rid of the idiotic error above by deleting (stop service, delete *.srd files, start service & it re-creates both StateRepository-??????????.srd files)

Alternatively I can create ANOTHER local profile & login as that, and then syspre does not produce 0x80073cf2 error

But instead sysprep fails with error:

Anybody has any ideas how to make sysprep working in 1809?

Anybody would have any workaroud?
I now have an image which I can not deploy, as I cannot sysprep it
