Does it has anything to do with the command Dism.exe /online /Cleanup-Image /StartComponentCleanup /ResetBase ??
It might be there for legacy support. I have no problem resetbase'ing a pre-installed or post-installed system, both online and offline.
After "dism ... /ResetBase" there is no way to revert a bad update. Edit: "dism ... /ResetBase" makes all previously installed updates permanent. Updates installed afterwards can still be uninstalled until you issue another "dism ... /ResetBase", ... and so on. This command is like setting up a new 'checkpoint'.
Is this entry related to the inability to remove install files for unused features? Iām too afraid to check on my main system and do not bother firing up a VM.
