    Windows 7 Ultimate & Enterprise support native language switching - this tool is meant for unsupported SKUs.

    Probably beacuse its easy done via control panel.. Like @Tito wrote

    Since he lists Language Packs for x64 versions of Windows on his page, I guess the tool supports x64, too.

    I have zh-tw for W7 and Server 2008R2

    I bet I also have it for W8.
