[8.1] Photos app and File Manager broken.

    Hi everyone!
    I have a very annoying problem with my Windows 8.1 Pro. I recently discovered that my Photos app and File Manager is broken.
    When I open Photos and I browse folders I see no files. If a folder contains only pictures I see "There are no files or folders in this view". Also when I browse my PC using the "modern" File manager (for example when I try to append sth to email or change lock screen picture), I see picture files, but none has thumbnails.
    I have been binging and googling for last two days and I can't find a solution.
    This is what I tried:
    1. sfc /scannow
    2. dism /online /cleanup-image /restorehealth
    3. Restoring libraries
    4. Troubleshooting apps (with this tiny MS tool)
    5. Troubleshooting Skydrive (also with this tiny MS tool)
    6. Re-registering FileManager app "powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\FileManager\AppxManifest.xml"
    7. I do not have Autocad 360
    8. Indexing is enabled and running.

    Nothing works. Refreshing (or whatever it is called) whole PC is not an option.
    Any ideas guys?
