You need to have a look at the log file. I think it's in C:\Windows\System32\Sysprep\Panther\. The last time I had an error the log showed an app was not provisioned for all users....
But I tried running sysprep off the network, but it still looks like that, even if I try to remove the network device, it won't work
You have made changes that sysprep doesnt like or let through. Logfiles could give a hint to what it is
