tsenv.dat is encrypted by the SMS Stand Alone Task Sequencer It holds environment variables (plus a bit more) MS stance on it is: For security reasons, the TS environment is always cleaned up when a step starts so that there's no possiblity of it being left on the disk after a failure. The security issue is that task sequence variables could contain credentials or other "secret" information, and we really don't want to leave it on the disk. In any case, the contents of TSEnv.dat is encrypted, and we don't provide any way to extract information from it, again for security reasons.
