Access New Metro Boot Loader While Running Windows 8

    thats really funny and shows windows 8 is not complete yet. ;)

    It is because the bootloader options are available if you go to the pc settings screen from Metro. That way you have access to the features without having to reboot first. This was done intentionally.

    Doesn't work with Enterprise x64, it just makes the screen flash

    Actually you can launch it, but can't change any thing... always error message occurs.

    I have successfully tested in my Enterprise x64.

    It's not really a boot loader anymore because Windows 8 gets partially booted before that screen appears. Try it in a dual-boot configuration with Windows 7: If you select Windows 7 from that menu, your computer needs to restart. It's not the purpose of a "real" OS boot loader to load something else than itself in advance. NTLDR and BOOTMGR are examples of "real" boot loaders.
