It sounds like You're trying to make fresh installs of Win 7 ?? Trying to use the embedded Win 8 Key doesn't work to activate and That much I understand, but How did You get the Win 7 Key that You used to try activating ?? You should be able to make a backup of the Win 7 activation tokens, and restore activation that way after a fresh install if that's what You're trying to do.
