I am running W7 x64. However, I have a modem that only has an x86 driver and will not work on x64. Is there a way to create an x86 VM and use the modem so that I can send and receive faxes. Otherwise, I will have to keep 2 partitions so that I can boot to x86 for fax support.

Assuming the modem is serial port, then add serial port to VM config & you should be good to go
