This is certainly not new. I've seen the same thing in both 1511 Home and Pro, and yes it could be turned off. Hopefully it still can in the Anniv. Update.

I can't see a new group policy settings, but you can disable the options via the registry. The catch is that you'll need to apply the reg file to each user account. They're available to me on Windows 10 Pro and I think they're separate options from the group policy settings.
I got the Tomb Raider ad on my lock screen when I forgot to change the setting for it on 1511 Enterprise.
I've got RS1 on a Virtual Machine. Settings > System > Notification & actions Disable "Get tips, tricks and suggestions as you use Windows" The setting will change SoftLandingEnabled to 0. That's how I know it's not linked to the group policy settings.
Group policy settings were removed and limited, but user settings still remain. That's why I originally said "the catch is that you'll need to apply the reg file to each user account".
You can also right click the suggestion and you are given two options, turn off that suggestion or turn off ALL suggestions.
