It downloads the WU full 16299.15 consumer_ret ESD's and locally creates ISO's from them, or it updates your windows, depending on the settings you've used.
Not sure what are you referring to. Can you be more specific? Not everyone get the latest push updates though.
Of course, if I'll know what you can not understand. maybe this - yes, media creation tool gives still version 16299.15, but all necessary updates will added immediately after the main installation is finished and You'll get always up to date version with the latter updates added.
Only when you use the MCT to upgrade the system directly and the updates aren't being integrated, they are installed by WU during the upgrade.
Same Situation of Mine,But After Manually installing Update (Windows10.0-KB4056892-x64)601MB in VM,its now showing Build 16299.192 Before Updates installed its 16299.15
