Are OEM-SLP keys language specific ?

    Certainly no. The only language-specific keys in Vista are three "subspecies" of OEM-nonSLP, called "D-OEM (CHS & RU)" - for Home Premium, Home Basic and Business, pretty clear from the name, which languages they're for.
