Assign Apps to Windows 8.1 Pro Metro UI Startlayout

    What is the best way to assign apps to a user account on a windows 8.1 pro machine.

    i use a windows server 2012r2.

    the apps need to appear on the startlayout (metro ui)

    But this works only on the os installation, but not if we want assign a application to the user account at a later time.
