I know people running windows 7 already have pop up to upgrade to windows 10. When this upgrade will start with windows 8.1?

Windows 8.1 should also have it, but you don't actually download Windows 10. You "reseve" it, so when the download of Windows 10 is available it will start downloading and you'll be able to upgrade.

you should have it already. If not, go to Windows Update and install KB305583. And don't worry, MS won't automatically upgrade you silently. You would have to accept an EULA first.
