What is the best 3.0 USB drive for under 15-20 dollars? I intend to put Windows on it so I presume that read speeds are the most important thing.

Your right at looking at 16/32GB usb drives. Don't get bigger.
I've owned a number of the sandisk extreme flash drives (bought for the speed) & have found them not to be fully compatible (for booting) on some motherboards.
Currently using the 32GB Kingston DataTraveler R3.0 G2 USB Flash drive without any issues. Has worked on everything I've plugged it into...

If you buy off Amazon and it's fake you can complain and get a refund, Amazon will step in if the seller won't, I have no idea what will happen to you on Fleabay.

As people mentioned you definitely want to go with USB3.0 for a drive.

USB 3.0 is approximately US $ 10 purchase is even more depending on the manufacturer if a good buy, the price may be higher.

Windows install real fast on a USB3 flash drive on a desktop that has inbuilt (no driver needed) USB3 ;)

Mine does. Full installation is a breeze. You'll love it :worthy:
