Blocking Program with Windows 8 Firewall

    I have tried to block the program Vuescan using the Windows 8 firewall. Setup an outbound rule to block any port and any protocol but it still calls home.

    Does anyone have any ideas on how to accomplish this?

    I thought Windows Firewall monitors ALL network i/o. No?
