All apps are loaded on restart even though I have disabled background apps :-/ Killing them recovers 300 MB RAM instantly. I've no idea what they're doing.
Go to the tile and RT click, Turn off live tile, and you can uninstall it. I've never had a tile go live again after turning it off. Using Task MGR just shuts it down, but they are made to run unless you turn them off, so they will auto restart.
I cannot reproduce this on my system (Build 10240 with latest Cumulative Update). I don't have Photos installed, but when I close Calculator, it terminates and won't restart on its own. BTW, they changed the shutdown behavior of apps in Windows 10. In Windows 8.1, clicking the close button didn't terminate the app but eventually suspended it. You could only force kill it via Task Manager, or the quick solution via Alt+F4. Now in Windows 10, clicking close really shuts down the app as has been the case with any traditional application on Windows ever since. So it's kind of weird the Calculator and Photos keeps running/restarting for you. But the memory usage of them in your screenshot looks suspicious (only 0.4 MB for Calculator and 0.6 MB for Photos). It's far less than they would consume if they were actually healthy and running, so it seems like a bug to me. Edit: Have you tried to uninstall and reinstall them?
