Could you please elaborate what exactly you mean by won't open any programs? not even notepad or anything like that? And from what I understood you're also not able to access your control panel?

Scan and clean your system of infections and malware, then rebuild the OS either with a repair installation or just replace damaged/altered system files with SFC /SCANNOW.

System restore is for kids believe me i had a machine the other week, had to look at i had installed the system while back and also had an acronis hidden partition on it. What ever this was knocked out all the USB connections on the machine i had to go and get a PS2 keyboard and mouse before i could restore the system also had to use acronis recovery cd.... BAD one but got it sorted:D

    Let's wait and see

How about waiting for Chazzie to respond to Oreo27's post?

Without meaning to be gratuitously critical, it helps all of us if, when posting an issue, the post gives as much detail as to what the issue is, when did it appear (e.g., after updates, applying "tweaks," etc.), any error messages, what was done to try and correct the issue, OS version/SPs installed. By so doing, aimless suggestions creating voluminous threads that wander into esoteric realms are avoided.
