Is it even possible to use Windows 10 Server or any Windows 10 OS as a VPN server that does retain any logs?

Your question is really so confusing that there is no way of knowing what you really want.
Do You want to login and that the OS or server remembers login data or You want have OS or server that will not store any log file.
    That's what is the question.
And even more, if You write "logs", then in some other languages it may mean at least something weird. For example in Russian it means "бревна". I think, You understand now, why You have got so weird ansvers.
Just here are people with different language backgrounds and they may not know your local slang.

Come on guys, why are you all being so pedantic? It's obvious from the thread title and context therein that he's asking if Windows 10 / Server 2016/19 can be configured as a VPN server that doesn't create/retain logs.

I know some log files are system files. I found that out the hard way with a dism capture that excluded log files.
You would probably have to figure out which system services create log files and figure out how to remove the packages with installwimtweak or something.
