Just installed a fresh Windows 7 OS and I was wondering if the registry from the Windows.old folder is still accessible.

  3. Of course. Using reg load command and then regedit, then reg unload

  4. i think it will be better to do a reg hive backup of old before apply an in place upgrade .

I always thought the the Windows.old folder was only created if you upgrade Windows, e.g. go from Windows 7 to Windows 10, or if you upgrade from an older Windows 10 build to a newer Windows 10 build. If you do a clean install (is that what you meant by using the word fresh?), then you won't be finding a Windows.old folder afterwards.
