sevenforums evidently [laced this in the too hard to do boxx as wel as MS itself. no less the 40 offers from UAF on/off to Back up Files and directories to the nth.
Any ideas why I cannot extract an archive or even paste files to C:\?

Windows 7 64 bit- Cannot save files directly to root C:\. Cannot extract archive or even pat to C/.
    Here is the archive pushback:
    ! C:\Users\david\Desktop\MatroskaSplitter-x64.zip: Cannot create MatroskaSplitter.ax
A required privilege is not held by the client.
    ! C:\Users\david\Desktop\MatroskaSplitter-x64.zip: Cannot create MatroskaSplitterx86.ax
A required privilege is not held by the client.
    ! C:\Users\david\Desktop\MatroskaSplitter-x64.zip: Cannot create gabest_splitter_enable.cmd
A required privilege is not held by the client.
    ! C:\Users\david\Desktop\MatroskaSplitter-x64.zip: Cannot create gabest_splitter_disable.cmd
A required privilege is not held by the client.

edit: I figured this was the wrong crowd and i was correct. the answer, well i say the answer, more of an answer and the quickest when you are working wihout assistance is crank it up in safe mode, extract archive, and right click gabest_splitter_enable.cmd to install/register MatroskaSplitter.ax/MatroskaSplitterx86.ax, which is all part of MKVs for Minimalists on Windows 7.

Has this always been the case or is this a recent development? If it is a recent development, did you make any system changes just prior to the problem starting? Can you restore to a working earlier point using an appropriate restore point? Or maybe restore a system image made before the problem showed up?

Safe Mode allowing you to do what you want makes it sound like you have a driver issue.
