Cant boot into Failsafe mode

    A friends computer is showing a Blue Screen minutes after login; System_service_exception.
    My first reaction to this is to start the computer (W10, 1903) in Failsafe mode, but I can't do it!
    Everything works normal until after the Advanced Restart:
    1. After pressing Shift while clicking restart, I get to choose Troubleshoot -> Advanced Options -> Startup Settings.
    2. I then push the Restart button.
    3. The computer reboots using its normal boot routine, not Failsafe mode!
    Can anybody explain why?

    Grateful for any help in this matter!

    Why? Something is permanently damaged.
    You can try to turn on built in Administrator account and use it.
    If it works, You can repair or refresh Windows. But if not...
    If your friend doesn't have a backup, there's probably nothing more than saving personal files (backup them somewhere) and doing a clean installation.
    So try to open from the same options screen command promt and run this command
    net user administrator /active:yes
    If it works You can use administrator account after reboot.

    Try to run in an elevated cmd:
    Code:
    reagentc /boottore
    and manually reboot, go to troubleshoot, advanced options and startup settings.
