Cannot open devices and printer window , tried all bluetooth related issues/remedies just hangs on the screen even if I uninstall bluetooth , also tried printer related fix stopping the 'print spooler'.

Issue came to light when adding bluetooth mouse having BT keyboard already attached - changed bluetooth dongles ect all devices and dongle's tested on other PC's all good - the underlying problem I cannot open 'Device and printer' window from start menu and obviously thus cannot open bluetooth devices sub menu even from the bluetooth icon - not even sure if its bluetooth related , printer related ?ect etc

Tried adding new user - same issue ? Did have some recent keyboard connection issues though sorted self with cold boot ?

Windows 7 Ultimate 64 bit - Printer wireless

Suggestions before clean install please !

before clean install try repair if you haven't done that yet
    A) In the elevated command prompt, type sfc /scannow and press Enter
