I had same problem and it came out, was my ISP! So, best would be to check on your connection with an different Computer and OS it's Windows 8 or the ISP!

If it's Windows 8 it could just be some Network problem, which indeed I think it will be, if!

Are you behind a router ?

I had exactly the same Issue with my Linksys router.
Behind my router get Internet error 403 and can not open.
Direct to my ISP modem nor errors an can open the site.

Also tried what you did, even reset my router and firmware, no solution.
Contact the Linksys helpdesk, and they adviced to clone my MAC adres from my pc.
After I did this could reach the sites again.

Maybe I will help also In your case.

Smartscreen may block those sites if you have it enabled.

Try this code in powershell or CMD Prompt:
    Code:
    Ipconfig -release
    ipconfig -flushdns
    ipconfig -renew

    Do them in that order.

If you've an static (fixed) IP, may you could setup an Proxy.

LatinMcG: in Thailand you hardly find seperate Modem and Router, most are just Modemrouters. So, your solution would not work if he has also an Modemrouter. In that meaning a proxy would be the only way to go!
