I don't believe these are WHQL though, I posted a thread with recent WHQL drivers direct from windows update!

I don't think every new driver would need a new thread Not in these forums anyway; should leave that to places that specialize in graphics drivers (Guru3D, Overclockers, etc.)
This is the only Windows 8.1-certified AMD driver at the moment besides "Preview" one, thought why not share it here?
Can't get these drivers to install. Have tried disabling driver signature using bcdedit, bcdedit -set loadoptions DISABLE_INTEGRITY_CHECKS bcdedit -set TESTSIGNING ON, but still find these not loaded. What am I doing wrong?
These aren't technically certified though. They aren't WHQL signed. The OpenGL 4.3, ASRock WHQL, and Windows Update drivers (all being relatively the same driver) work on 8.1 too. Only the later two are WHQL signed though. It's nice that you shared the driver though. Just hate the thought of a new thread being created for every new driver... Shouldn't have to disable any signature enforcement. I installed these drivers just fine on my desktop with a single 7850. On my Dual Graphics laptop however, Windows mentioned some AOD thing wasn't signed. Drivers and CCC work fine regardless though, so no idea what that was about. Only thing I can suggest is fully uninstalling previously installed drivers.
Hashes check out. I am not able to install the newest Realtek NIC drivers either. I am running a legally activated Win 8.1 pro WMC, using Leaked RTM iso and legal Win 8 pro and WMC keys. I am using 13.15.102 drivers installed by Windows update. Single GPU
Sounds like something specific to your computer then, not sure what though. I was able to also install Realtek's latest NIC drivers too. Perhaps you have some security thing messing things up? I know when I installed both drivers, I had UAC disabled, and no security whatsoever lol.
I did see a registry link in the leshcat amd drivers thread... you could try that and see if it lets you mess with the brightness after rebooting...
