    Regarding the first one: The article you mentioned above clearly states it is an Enterprise feature. The article links to (cloud google com/docs/chrome-enterprise/policies/?policy=DnsOverHttpsTemplates) this page. On the right-hand side, it shows the registry location you have to edit and in the center, it shows the format.
