clarify boot up process win 7

I had to recover from error and did repair computer from windows 7, now when pc boots up i see a cursor flashing a few seconds on left side of screen then a yellow bar streaming across box with microsoft windows written underneath shows for a few seconds and then windows welcome screen and windows loads,

I did not have the box with the yellow bar streaming across. before this did not happen. is this normal can do i need to do anything.
