... the COA is for by this number? X14-39697

I know that X15-53886 is Windows 7 Home Basic
X15-53889 is Windows 7 Home Premium
X14-39706 is Windows Vista Home Premium

Is there somewhere that I can cross-reference these numbers? Better yet, does anybody know what this number is called?

There are some tools available, just plug in the actual product key and it will tell you what it is.

That is just some internal Microsoft product number, everything they make has some number in the form X00-00000 on it.

It's the part number; some of them are listed in pkeyconfig.xrm-ms, but I haven't found the one you posted.
Just use a PID checker to check the key, yes.
