I have the laltest Win10 x64 1809-17753.437 LTSC installed, yet the D3DCompiler_47.dll file after the latest CU remained as 17763.1, while the latest Kodi DSPlayer came with newer version of 17763.132. How is that possible? What magic is at work? How do I stop it?

Could be inside WinSxS. Not sure exactly how the mechanism of the WinSxS component store functions with regard to directx, but it's likely that a newer dll is stored in there, installed by the CU.
