Then i tried names "rothschild0.hdr","bios.hdr","bios.wph". But and they didn't work. If you know the solution of the mine problem or the filename that i have search.

Yes, i use that tool, just attached exe file to the program and the program generated file E6410P2 without any extension. I didn't found instructions of that program for dell latitude devices.

It also makes a BIOS.GZ file that contains file called bios.hdr if you read the readme.pdf that is included with phoenix tool you will see.

For Dell: use either the modified EXE created by the tool or run the original BIOS EXE with
‘-readgzfile BIOS.GZ’ (minus quotes) as command line

My real problem is very serious, i can't boot it my laptop from hard disk and usb devices. I installed program dell security manager and i added my fingerprints and password, but the laptop didn't accept it. I can't found generator for my service tag (1F5A). Because i think that if i install old bios with recovery mode, maybe this service tag(1F5A) will change and i can find generator for this problem. I don't know solution of this problem.

If you look at phoenix tool when you load the bios you would see.
    Code:
    1. DELL E2
    Pubkey (x1)
    Marker (2.1) (DELL E2 ) (x1)
    SLIC digital signature valid
It should also be in slic.log file so the on you need is in OEMCERT_AND_SLICS_2015-05-14\DELL\2.1 it is called DELL[E2]2.1-BFCAC566.BIN the certificate is also in that folder. I honestly don't think that will help with your dell security manager problem.

    B. If the last 4 letters of the Service Tag of your Dell laptop isn't 595B/D35B/2A7B/A95B (like 1F5A/3A7B/3A5B/1D3B etc.)

    1. You may try to do a forceful BIOS recovery. Read and search the forums for instructions. Some useful links are below.
    2. You may downgrade to a previous edition of the BIOS whose last 4 letters of the Service Tag is 595B/D35B/2A7B/A95B. Then follow Section A.

Yes, I am trying these procedures. My first mission is to downgrade my bios. I am not creating bootable usb with Rufus, because the computer isn't booting for boot devices thus dell security manager. Because copied bios.gz and bios.hdr files in my usb stick and tried these procedure from a forum.
HELLO! I've got solution for 1F5A bios to override master password.
You have to downgrade bios to A14 using this method:
use E6400A14.exe BIOS and with CMD line in windows create .HDR file "E4300A06.exe /writehdrfile"
now the file E6400A14.hdr copy to pendrive.
Take battery and power cord out, plug in usb.
Hold END while you plug in power cord and release END when battery LED light start.
If battery LED light blinks red/blue it should be flashing - wait till laptop restart.
Now you have A14 BIOS and 1F5A change to 2A7B and online generator works for me.
Type password, hold RIGHT CTRL, then ENTER.

When i applied these procedures, and my battery LED light brinks but it can't flash it.

This method is used on e6400 but my laptop is e6410. When i do that thinks, my battery led blink. My bios version A16(E6410A16.exe)(latest). I am trying to flash version P02(E6410P02.exe). I generated bios.gz and i have bios.hdr from E6410P02.exe.
