    Searched here for a while and couldnt find a direct solution so I looked around for info and got this working so thought I would post the how-to.

    I couldnt activate using the latest official bios (A09 released 5/30/2011) ---> hxxp://

    From MGDiag:

    OEM Activation 2.0 Data-->
    BIOS valid for OA 2.0: yes, but no SLIC table
    Windows marker version: N/A
    OEMID and OEMTableID Consistent: N/A
    I understood this to mean the bios had SLIC but it was disabled. I Tried the Phoenix Tool with no success.

    Based on what I read here I did the following:

    This was with a fresh Windows 7 install on and new Dell Optiplex 780 so my asset tag was not set. If your asset tag is set and locked:

    - Download --> hxxp:// & extract
    - Copy X:\Dell\Drivers\R302859\DIAGS\UTIL\ASSET.COM to X:\Dell\Drivers\R302859\DIAGS\
    - Run X:\C:\Dell\Drivers\R302859\DIAGS\DDPP.EXE and install either to a USB or CD.
    - Reboot, boot the USB or CD.
    - Select Option 4 (quit)
    - Type ASSET.COM /d and confirm
    - Type ASSET.COM and you will see the asset tag cleared

    - Reboot

    - Set the asset tag to PASS:12/31 via the System Configuration boot menu
    - Agree to all warnings, reboot
    - Wait for the PXE boot to time out then press ALT+F (? I think it was ALT+F - its green anyway) when prompted
    - Reset bios settings
    - Reboot

    Now the MGDiag says:

    OEM Activation 2.0 Data-->
    BIOS valid for OA 2.0: yes
    Windows marker version: 0x20001
    OEMID and OEMTableID Consistent: yes
    And Windows will activate with SLP key/cert.

    Hope this helps someone.
