Ugh, this crappy "tweak" is still being posted? This will simply disable balloon tips for any application; some may have useful notifications though, but you won't be able to see any of them. Open Action Center, click "Change Action Center settings", disable the notifications you don't want. Right-click the clock and click "Customize notification icons" to hide any other application's notification.
