Nothing personal. Some people prefer the source when it comes to downloading files, just gave an alternative.

Using Tweak UI Power toy for Windows XP

Tweak UI helps you automate the above. Download Tweak UI and install it. Launch Tweak UI and click the Taskbar and Start Menu section. In the right-pane, uncheck the option Enable balloon tips.

To disable balloon tips for the two situations mentioned, and/or the "Windows Firewall is disabled" notification, you can simply change the way the Security Center notifies you. When a balloon tip of this nature pops up click on the balloon tip itself.

I am guessing the methods mentioned would disable all balloon tips?

Some balloon tips I do like to see. I wish I could pick and choose but I don't want all of them disabled.
