You compile it yourself. This is akin to the redpill/bluepill apps that existed for Windows 7/8 to enable hidden features in the beta builds. The idea here is to scan a system's features store and present all possible options available to be turned on or off. Ultimately, this should give access to hidden features. It may also allow you to slim down a Windows installation by disabling features. It looks like it's early days still, but if you happen to have the Microsoft Symbol Store setup properly, you may get some interesting feature ID's (and, of course, be using RS4/5).
I found the tool to be really interesting but I gotta say I struggled trying to get symbols for 17643... The guides are confuse as crap.
