Those builds have been removed from Windows Update servers. You will need to download a newer one (and disable update integration in the configuration file if you need a .1 ISO)
When I tried building a 16299 ARM64 ISO today, a few of the indexes in the final ISO (specifically Home, HomeN, and Home Single Lang) seem to only be 16299.15, while the rest are 16299.2045. A similar issue happened when I tried building a 17134 ARM64 ISO. Is this suppose to happen?

@TheCollDude489 i have never created an ARM64 ISO, and didn't expect it to update every SKU separately and not like with x86 or x64, it would only update Home and create all other SKUs from it, but on what host OS did the script run? NVM, i see 17763.1, so it looks like the same i noticed last week, when ran on my 2019 LTSC it shows another buildnr for the first created SKUs and for the next, based on the first and set-edition to the other SKUs, it showed the updated buildnr, @abbodi1406 is aware of this.
@TheCollDude489 since all operations are sucessful, i can't really fix no error Maybe Home editions are not allowed to have arm64? or the CU don't fully update those editions? regardless the shown Image Version, can you check the actual version for those indexes in updated install.wim? or install one of them and see the OS version

For some reason every SKU seemed to have its own UUP files (the UUPdump site stated the download would be over 8.3GB total and disabled the add additional editions part). The install.wim file reports that they are the same version the output listed (16299.15). I unfortunately don't have an arm64 machine I can actually boot the ISO on so I can't see if it would display differently when the installation is actually running. I'm not sure either if it would be an SKU restriction, since I was able to make ARM64 ISOs for newer versions a little while ago (18362, 18363 and 19041) and all indexes were properly updated. Though I wouldn't be surprised if older versions may have had restrictions like that.

@Enthousiast do you still have the logs in C:\Windows\Logs\DISM? check if this works - edit convert-UUP.cmd - search for Code: if %winbuild% lss 15063 if /i %arch%==arm64 ( - change to Code: if /i %arch%==arm64 ( - save and then redo the conversion (you can test on core_en-us.esd only to save the time)
I guess no need to run the test Core edition(s) are not supported by neither SSU or LCU this is the case foe x86/x64 too the only reason dism did not report "not applicable" error is because when adding SSU/LCU to Core editions, it update the staged editions for upgrade (e.g. Professional)
