For 17661 it will throw baseless files, because Microsoft has changed the UUP. 17661 is currently only fully supported with generated packs because of that.
Yes, those are for Express UUP i think MS is trying to reduce the load on clients machines by providing already calculated range files
UUP dump API 1.14.3 has been released. Changes: - Added removal of baseless files, because they are useless. - Added proper pack for build 17661
The only differences are that UUP dump website is a website and UUPDL is a local solution. Both use the same base (UUP dump API).

Try going to UUP dump website. 1. Select "Known build" 2. Select language and Windows 10 Pro edition 3. Click "Download using aria2 and then convert", this will download a zip archive which you need to quickly extract to folder with short location (C:\uup for example) 4. Run aria2_download.cmd file from location you have extracted it. It will download everything and ask you if you want to convert downloaded files to ISO. After you have ISO, install Windows 10 Pro from it and then change key to ProWS.
