Oh no no, there was a misunderstood was wondering is there a way to get from 1607 to the last Windows 10 build 1903? Cause the method he used is just by upgrading from 1803 to 1903, and i want to get the ISO 1903 windows 10 But there are many iso 1903, so dunno which one to download .

Not yet, but will try that out soon. EDIT: Done the in-place upgrade by the BASE v30 ISO & new OS installed with the v175 newest update. It seems the issue is solved, I'd wait for another CU just to be 100% confirm, & that's saved my time from a whole clean installation. @Enthousiast Thank you for the suggestion. @marzino Tagging you as you've asked me the same & facing this same issue & looking for a solution so that you too could try this in-place upgrade to solve this error.

A question Enthousiast whats the different between downloading here the 1903 ISO and then downloading it via Microsoft web page Does this ISO here are more tweaked, better?
