I assume that installing this also disables flash updates in the future. Can this be integrated to remove flash from an image? I'll try later if no one else does by then.
Download the correct one from catalog or from the post in the hotfix thread, x86 for x86 install and x64 for x64 installs.
Your link worked. I don't know what the matter was with Microsoft's link in catalog. "Update for Removal of Adobe Flash Player for Windows 10 Version 1903 for x64-based systems (KB4577586)" (as I said there is nothing there for 2004/9) Yours ends with "44d800dde" and Microsoft's with "31e031a6f0"

Here are some important findings about the EditionVersion key. In 19041, the EditionVersion key does not exist (or I have not been able to find it): HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\EditionVersion <---Missing from 19041 However, for 19041, an in-place repair or in-place upgrade is not a problem without the EditionVersion key. If the 19042 EP is manually installed, the EditionVersion key is created. If the the EP is uninstalled or rolled-back, the EditionVersion key is removed and Winver reports the 19041 version number. Observing this phenomena lead me to suspect that the EditionVersion subkeys might affect the behavior of the Windows 10 Setup.exe program. To make matters even more complex, after the official release of 19042, and installing the official release 19042 ISOs, I have not even been able to roll back the 19042 EP. The EP appears as an update, but I can't uninstall it. In those cases, I have had to locate the EditionVersion key and modify the subkeys to enable an in-place upgrade or repair. And the last issue is that when I manually applied the EP, before the official release of 19042, Windows Updates ceased. On the day that 19042 was officially released, Windows Updates (WU) resumed. Windows Updates for 19041 were continuous. But they just stopped when the EP was manually applied. I'm not clear about how to correlate these issues, but I have observed them.

I'm aware of a few standalone software packages that were sold on disk, that also rely on Flash. Things like greeting card design, used by many hobbyists. I imagine users of those may be a little miffed to find their software no longer works after Flash is removed. Even more miffed to find there's no way of putting it back once it's removed.
