Prior to updating to 19041.450, the only Power Option for all my machines was Balanced. Now I'm seeing a variation across several machines.

    For example:
HP 8300 Desktop: Balanced, Power saving, High performance.
Dell precision m4600 Laptop: Balanced, High performance.
    Oracle Virtualbox: Balanced.

I have 2 other laptops running 18363.1016, but they consistently show just Balanced as a power option. One is an older HP-DV7 laptop and the other is a Dell precision m2800.

What determines the default Power Options that are made available during a Windows update? I was able to restore the missing power option plans with the following elevated command-prompt commandlines. But I'm still puzzled as to how the default power option plans are chosen during a Windows update. A reboot may be required after executing the commandlines:

    (Power saver)
    powercfg -duplicatescheme a1841308-3541-4fab-bc81-f71556f20b4a

    (Balanced)
    powercfg -duplicatescheme 381b4222-f694-41f0-9685-ff5bb260df2e

    (High Performance)
    powercfg -duplicatescheme 8c5e7fda-e8bf-4a96-9a85-a6e23a8c635c

(Ultimate Performance - Windows 10 build 17101 and later)
    powercfg -duplicatescheme e9a42b02-d5df-448d-aa00-03f14749eb61

MS have now removed the option to reinstate power profiles on new laptops, as from version 2004. They want you to use 'Modern Standby', period! This should allow for constant data back to them, even when the laptop is off. ;) Yup. There is now no longer a way to re-enable this feature (used to be done via a reg edit), or install new power plans. Well, they will install, but just not show up, therefore, 'balanced' is only option, and with very limited features to tweak within that plan, aka, no min/max CPU state, to name but one. The only way around it, is to install previous version 1903/1909, which doesn't have this restriction. :) S3/S5 states, are also slowly getting removed from the BIOS in most laptops, to support MS and their s**tty 'Modern Standby'. The new HP Envy x360 is one of those that suffers from this problem, I know, I had one ;)

    What was that about control?

By default, 19041 omitted power profiles on some machines and added profiles to other machines that were not there in 18363. Using commandlines, I can reinstate any of the profiles on any of the machines, but I don't know if they work properly. This includes "Balanced", "Power Saver", "High Performance", and "Ultimate Performance."

I'm suspicious that there is a plan to change or limit CPU/MB sleep and power states by Intel. In addition, I'm suspicious that newer CPUs are being "controlled" so as to run at certain speeds with the Windows OS. Like a "governor" on an automobile. But I do not have the specifics to those plans. Just speculation.

With my older HP-DV7 laptop, after installing 19041, sleep mode doesn't work correctly. The computer goes to sleep immediately with a press of the power key, but it takes 1.5-2 minutes to wake up. During that wake up time, a new background to the login screen is downloaded and appears when the PC wakes up. So something suspicious is going on there.

He means the new preview CU and dotnetfx48 updates, dotnetfx48 preview cu is installed without any intervention, the preview CU is only available for "seekers" who press it in WU and install it.
