For that one you probably still have to delete the content of the SoftwareDistribution folder as before.

So please try it and let us know the result. It's interesting.
Edit: Confirmed. Deleting %WINDIR%\SoftwareDistribution removes the driver update history.

 

Confirmed . C:\Windows\SoftwareDistribution\DataStore . I believe that it is enough to remove DataStore.edb C:\Windows\SoftwareDistribution\DataStore\DataStore.edb .

 

UUP dump is having issues cant D\L 19041.172 im getting This file is not commonly downloaded and when i try to unzip i get nothing.

But this s**t is really getting out of hands. Blocking everything is the dumb and annoying thing to do. Ofc it's uncommonly downloaded file since it's generated on the fly. Does not make it a virus.
In any case uupdump should move to generate a single text script for windows, that would then dl the necessary tools itself to a common location so it does not need it every time. It would save a lot of server bandwidth, too.
