I had this problem on my laptop after upgrading, in the end it was related to several immunizations I made with spybot anti beacon and disabled some of them, also my eset firewall rules were blocking some connections, and if you have peerblock, it may too block some ip's MS uses to check for internet, then those addresses will be reachable and icon will turn properly to connected. In short, check your third party tools/tweaks.
