It has something to do with missing files. To resolve it is good to empty the download folder in SoftwareDistribution directory and restart the download.
Also happens when the download folder is emptied, i got one time a "retry" and now it's almost finished.
That can happen. But, the major cause of that error is missing file or files though. If after emptying the Download folder and he is still experiencing the error problem I would suggest he looks for previous updates and remove them from the Program and Features of the Control Panel and see if that helps.
Why not, the OP shows 16199 being downloaded @Hadron, it's not really problem, more a minor glitch, at least on my VM's.
Exactly! I have only experienced it twice or thereabout. Meanwhile, it seems the Feedback Hub error has been forestalled in this Build.
I don't know what the install was doing from 79% to 81%, but it took about a half hour and it was pegging out C. Not something I recall seeing before, as the progression is usually fairly predictable.
