i think they made it at same way release rtm with watermark and then they patching it away with a new update, have this build other channels no slow,fast and skip?

yep 16299.0 was released with watermark and was a insider version, they patched to delta 15 with update and watermark was gone
16299.0 was botched, they did release a totally new compiled build 16299.15, not by (WU) patch but by full upgrade, there are also no 16299.0 ESD's available. Run Get-Packages on the 16299.15 install.wim and you will see, no patches.
Not again! 16299.15 was released as completely new build, there was no patch or CU, PERIOD. They couldn't go to 16300 since that range was reserved for RS4_pre-release builds. For that reason ONLY RTM was released as 16299.15. This time they have plenty of numbers left till RTM.
