"Nope" = sure, because I had done it exactly that way 16299 was on, then I (manually) installed the first cumulative update to 16299.15. Not sure what he refers to, but it´s exactly like I did it ;-)

I activated via Retail key. Using it at the moment without any issues.

 

Same by me downloaded Windows 10 Enterprise all versions in a iso image 17133.1 and activated with mak key

16299.0 and 16299.15 are like 17127.1 and 17128.1

 

if remember correctly they released 16299 the first day and next day they released the .15 maybe happend the same this week..

Unless they have compiled something that we don't know anything about I hardly doubt we'll get any new builds. Easter holidays starts tomorrow, many companies works for just half the day today and easter lasts until 03th of April and if the aim is to have Spring Creators Update publicly available by the 10th of April they are pretty much out of time.
