For a few builds now it opens and shows a big black empty window and disappears again, notifications don't work either. Will do a real install on the test laptop

It didn't work for me on a clean install either. In fact every flyout window (Time & Date, Network, volume) in Redstone 5 has issues opening for me, actually they don't open at all. And Windows 10 in general is really slow and sluggish for me, specially the settings app. (Again all these issues is in Redstone 5 for me.)
And still, the change default association bug is still present in this build. I can't possibly be the only one having this problem.
Early days yet, but other than the known issues, everything is working fine here. This release (17746) and the previous one (17744) feel nice and slick on VMware and VirtualBox, except for the fuzzy sound problem on VirtualBox (which can be solved by opening control panel -> Hardware and sound -> Sound -> click on Speakers and Configure -> in Audio channels choose Stereo.) In previous builds, I used to have some unexplained issues, then I stopped upgrading and I clean install only.
Windows 10 RS5 builds have been slow as molasses for me. There is a noticeable 1-2 sec delay in performing random UI interactions. For example, I open Settings. Then for next 1-2 seconds it won't let me click on any button or options. Fresh install BTW. I am on a "kinda" beefy system Core i9 7900X + GTX 1080Ti + 16GB RAM + 850W Gold PSU from Corsair. Hence reluctantly going back to so called stable RS4 public release. Install Windows 7/8 on my machine and it literally flies and the UI speed is so much noticeable compared to Windows 10. They want you to believe that Windows 10 has gotten faster but I firmly believe that it has gotten a lot slower and sluggish and full of random bugs. Every build it seems like Narrator and Cortana are getting countless improvements while they are ignoring core areas like UI speed of anything their turdy UWP/Modern interface touches. We are having this tiled UI since last 10 years almost (First shown off in 2008 for Windows Mobile 7) I am sure most of you would be sick of it by now. I also notice less enthusiasm for a new build here at MDL. Previously any new build topic was getting flooded with responses within minutes of posting. Now a days, we barely make it to the 4th page and new build lands in a week.
My setup is on VirtualBox and VMware, and it feels as fast as the host Windows (1803) which has i7 8550, 16 GB Ram and Optane SSD (Optane drivers installed). I usually install US English, allocate 4GB for x86 and 6/8 GB for x64 systems and ignore readings after the first few minutes of installation as it is populating the tiles etc.. and the hard disk going crazy.
