Guess sure or not sure is not related to 18247 which is still SKIPAHEAD only. And I suppose that MS will not issue 18xxx at Fast Ring until 17763 will not became GA.
The Screen Snip seems not to function properly for me. Is anybody having the same issue in this Build?
