did they finally fix the flickering in the notification panel immediately after opening it? last time I installed and insider version it was even affecting the start menu too.
Can you upload a gif or image showing that "flickering"? Upgrade manually , faster and no issues. Had issues upgrading with the last 2 builds and from now on, I decided to upgrade manually

I just upgraded my VM and got the same message, just use the manual restart button from the start button, it should say: "update and restart" or "update and shut down", all will go fine.
When I rebooted using upgrade and restart that's what it did it roll back the update, u don't get that error must likely your testing in a VM. I understand the error code has nothing to do with the roll back but that's what happen when I restarted
