    Copy paste this batch script as bits_uupdump.bat into your work folder (the extracted zip you got from uupdump.ml) and run it instead.
    Code:
    @echo off &title uupdump [aria-less]

    cd/d %~dp0
    for %%s in (aria2_download_windows.cmd files\7zr.exe files\uup-converter-wimlib.7z) do (
    if not exist %%s echo ERROR! Must place this script in the uupdump.ml extracted folder! &pause &exit/b )

    set "a7z=%~dp0files\7zr.exe"
    set "uupConv=%~dp0files\uup-converter-wimlib.7z"
    set "destDir=%~dp0UUPs"

    :: self-elevate passing args and preventing loop
    set "args="%~f0" %*" & reg query HKU\S-1-5-19>nul 2>nul || if "%_%" neq "y" (
    powershell -c "$Env:_='y';$ErrorActionPreference=0;start cmd -Arg \"/c call $Env:args\" -verb runas" && exit)

    echo Retrieving uupdump script...
    cd/d %~dp0
    for /f "tokens=7*" %%s in ('findstr /c:"uupdump.ml/get.php?id=" aria2_download_windows.cmd') do set "UUP=%%~t"
    call :uupcfg uupdump.cfg "%UUP%"
    if not exist uupdump.cfg echo Sorry, script failed. You must use aria2_download_windows.cmd &pause &exit/b

    echo Downloading uup files, this will take a while...
    mkdir %destDir%

    setlocal enabledelayedexpansion
    for /f "tokens=*" %%i in (uupdump.cfg) do (
    set "line=%%i"
    set "pre=!line:~0,3!"
    if !pre!==htt set "url=%%i"
    if !pre!==out set "file=!line:~4,8192!"
    if !pre!==che set "sha1=!line:~15,8192!"
    if !pre!==che call :uupdump "!file!" "!url:%%=%%%%%%%%!" !sha1!
    )
    endlocal

    echo Extracting UUP converter...
    "%a7z%" -x!ConvertConfig.ini -y x "%uupConv%" >NUL
    echo.

    echo Converting UUP...
    if exist convert-UUP.cmd call convert-UUP.cmd
    pause
    exit/b

    :uupcfg [CFG] [URL]
    set "wc=$wc=new-object System.Net.WebClient"
    set "wc=%wc%;$wc.Headers.Add('user-agent','aria2/1.35.0')"
    powershell -nop -c "%wc%; $wc.DownloadFile('%~2','%~1');"
    exit/b

    :uupdump
    if %3.==. goto bits_download
    set hash=& for /f "skip=1 delims=" %%h in ('certutil -hashfile "%destDir%\%~1" SHA1') do if not defined hash set "hash=%%h"
    if /i "%hash: =%" neq "%3" (del /f /q "%destDir%\%~1" &goto bits_download) else exit/b

    :bits_download
    for /f "tokens=3 delims=. " %%i in ('bitsadmin.exe /create /download %~1') do set "JOB=%%i"
    call bitsadmin /transfer %%JOB%% /download /priority foreground "%~2" "%destDir%\%~1"
    call bitsadmin /complete %%JOB%% >nul 2>nul
    exit/b

    It uses windows bits service to download the UUPs instead of aria, might be worth a try.
    Edit: put the aria script sha-1 field to use to verify already downloaded files - I know I in BITS stands for intelligent yet it downloads existing files again without this

    Yep, but when it works for 99% of the testers it's not a bug of windows itself.
