Indeed "Enterprise LTSB" would have been the path to go when we started the whole thing... But GPO's and other things let us believe that we could control OS just like before. My point of view : since the 1703 release is the whole Windows 10 system totally out of control. The worst : it seems to escape MS itself... Just remember the increasing numbers of patches that patch the patch of the first patch. Or the ways MS follows to bypass sysadmins policies to always push their latest releases...
Yes, notebook but nevertheless, I saw the same for desktop as well for RS3 FCU release, don't know about SCU as I am still yet to install that on my desktop. Anyone have any idea about this
In my notebook(s), I only get Balanced power option by default while making a clean install since RS3, each time I've to create other ower schematics as er my need i.e. ower saver & high performance.
Notebooks are limitted to 'Balanced Plan' by design. As said, rest of the Plans are desktop exclusive.
Well, I have different systems with different ages & configuration from Intel 2nd gen to 7th gen (2nd, 4th, 5th, 6th & 7th) all total & by h/w module, everything is supported by Windows 10 & I keep all the device drivers up to date FYI. These are all the systems that I have including notebooks & desktop PCs & I don't see any other power schematic except 'Balanced' from RS3 AKA FCU by default followed by a clean installation.
On my old Pentium G870 desktop all power plans are available, on my i7 3770 desktop all are available, on my e6420 Core2Duo desktop all are available, on my laptablet only balanced is available and at the battery icon in systemtray i have some power options, and on my laptop i3 M380 only Balanced is available + the options at the battery icon (Powermode: best battery life <> best performance).

I was talking about rs3 (laptab and e6420) and rs4 (all other mentioned hardware). 2016 LTSB is a regular 14393 aka 1607 sku. About the battery icon powermode, to me it seems that the slider is some sort of power plan.
